I wonder if this is to minimize the large influx of applications? This could also be to the fact, that USCIS folks are perhaps overwhelmed with the applications received in June and those on their way in July? Here's hoping for a fair resolution. I bet you that if they do retrogress the numbers in July, they will adjust it again after July. Hey, fees go up after July 30. With everybody filing before then, they wouldn't get any extra would they? *I am just so bitter* I answered my questionnaires, I collected all my documents, I paid all my family's medical exams, I took off work to go to those exams, I jumped up and down when I heard the news in June....Grrrrr!!!
