According to a USCIS Press Release: “U.S. Citizenship and Immigration Services (USCIS) announced today it will delay implementation of the Direct Mail Program for the N-400, Application for Naturalization. A Federal Register notice is scheduled to be published Oct. 10, 2008, announcing this delay.”
